Abstract:Studies are referred to show that human resources policies often exist on paper but in practice they are not used. The major characteristics of effective human resources policies are listed and the policy development process is illustrated. That the policy manual or employee handbook is not a contract and employees may be terminated by the employer at any time for any reason, is emphasized. At the same time, the manual may be revised at any time by the employer.
