| Abstract: | The authors sets out the parameters of what an international regulatory system must consider, which body or bodies might be best positioned to undertake such regulation and the problem that any international attempts at co-ordination are likely to encounter. This paper develops the third phase of analysis in that it expands, revises and rethinks some of the approaches suggested in the second paper in response to new trends which have appeared over past 12 months. This article concludes with a call to recognize two divergent streams of regulatory control and how the two streams might eventually be merged to permit the controlled, but safe exploitation of products of biotechnology. |
