Abstract:Based on Community Innovation Survey (CIS) III data for 16 countries, this paper explores the R&D behaviour of fast growing SMEs. The countries are set into three categories of countries having roughly the same stage of technological (herein as: tchgal.) development. It is found that 1. R&D is more important to high-growth (here as: h-g.) SMEs in countries closer to the tchgal. frontier (as: t-frnt.), and 2. h-g. SMEs are only more innovative than non-h-g. SMEs in countries close to the t-frnt. This suggests that gazelles derive much of their drive from the exploitation of comparative advantages. From a policy viewpoint, this indicates there to exist important limits to centralizing policies aiming to foster h-g. SMEs.
