Abstract:This study aims to evaluate whether the media's disaster coverage reflects the messages disseminated by state emergency management agencies (SEMAs). This study particularly identifies 10 disaster frames SEMAs use through a qualitative content analysis of all the media releases distributed by three SEMAs (n=303) over a 2-year time frame. It is evaluated whether the coverage reflects SEMA's frames through a quantitative content analysis of 1,088 newspaper articles. It is found that framing allows the media to efficiently distribute disaster stories, but the media's disaster frames are often not ideal from the perspective of emergency managers.
