Abstract:Information technology investment is more difficult than other investment decisions because the costs and benefits are hard to identify and quantify and intangible factors present are likely to be significant, so evaluating or justifying this kind of investments is problematic. The lack of formal evaluation of information technology projects may be due, not to a deficiency in the tools available to the evaluator but to other factors. These factors are appraised and possible ways forward are considered. The techniques which can be used for evaluation of information technology investments are employed in other fields and are recognized as useful.
