Abstract:Better later than never could well be a Balkan watchword. Romania and Bulgaria have both now opted to join the club of post-communist countries bent on re-creating a full- blooded market economy. Both made their preference clear at recent elections for a new state president and a new parliament and government, Romania last November and Bulgaria in April. In both countries the voters discarded outgoing governments that had nominally favoured pro-market reforms but had signally failed to carry them out.
