Abstract:What is surprising about the development of central Europe's banking system is not what has gone wrong, the failures, the frauds, the collapses. Much more remarkable is just how much has been achieved in relatively so short a time. It is, after all, only six to eight years since the region's post-communist transformation began. It is easy to forget the circumstances at the start. Under central planning, finance was passive. The state monobank simply dispensed and collected credits in accordance with the planners' requirements.
