Abstract:Nine years after the Berlin wall was dismantled, the event that symbolized the collapse of communism in central and east Europe and followed, some two years later, by its demise in the former Soviet Union, the European Union is embarking upon the hugely challenging process of expanding eastwards. One former communist country -- east Germany -- has already been absorbed into the union as a result of the unification of the two Germanies in 1990. Now the negotiations have begun with five more -- Poland, Hungary, the Czech Republic, Slovenia and Estonia.
