Abstract:The methodology described in the paper is an attempt to overcome some of the shortcomings observed in the science and technology planning and to offer a viable alternative to national, regional or sectorial planners. Delphi panels, matrix analysis, and linear programming techniques are used in this approach. It is applied to Mexican agroindustry, thus defining priority areas, overall strategies, and policy instruments. The implications of this methodology for planning processes in underdeveloped countries are discussed. Although it might seem complicated at first sight, the application was in fact rather simple.
