Abstract:The economic clout of The French local public sector, whose outlays today represent more than 45 p.c. of the total State budget, has grown rapidly over recent years, mainly because of decentralization laws. At the same time, there has been a considerable loosening of direct prefectural control over the management of this sector. Hence, over the past ten years, a new form of municipal level of financial management has developed. Using their newly established freedom, local communities have thereby discovered both the advantages of modern techniques of financial management and the risks inherent in their application.
