Abstract:The merchant semiconductor industry is an important example of how structural problems can inhibit competitiveness. The great attention given to restoring the USA semiconductor industry to a competitive position has focused on such strategies as increasing productivity, quality, product design flexibility, the use of external sources of technology such as research consortia. In the long run, however, these behaviour oriented strategies, while important, will likely be inadequate. The reason is that the structures of product portfolios in USA merchant firms, in particular the degree of vertical integration, are insufficient to achieve high and stable cash flows needed to finance research and development.
