| Abstract: | This article aims to provide consensus on how to define firm start-ups. First, an omnibus definition is given: start-ups are "new", "active", and "independent". Then different sources of data are viewed to discover best way for tracking start ups, and the ES202 file is chosen. Finally, a system for improving the completeness and accuracy of the start-up identification process is provided. |
