Abstract:Across 9 transition economies, the best access to telecommunication infrastructures is usable for the young educated, English-speaking computer (here as: cmp./cmps.) using workers (as: wrks.) who earn about 25 percent more than do wrks. of comparable observable skills not using cmps. Controlling for likely simultaneity btw. cmp. use at work and labour market earnings makes the apparent returns to cmp. use disappear. These results are corroborated using Russian longitudinal data on earnings and cmp. use on the job. High costs of cmp. use in transition economies suppress wages that firms can pay to their cmp. using workers.
