| Abstract: | In the context of its "1992" programme, the European Union embraced telecommunications as a sector from which large gains would result from the "completion" of the internal market. This, combined with the impetus provided by technological innovation and deregulation in third country markets, has increasignly put pressure on EU member states to adapt their regulatory regimes and open their telecoms service markets to competition. |
