Abstract:Shanghai officials want to catapult their city out of the industrial age and into the 21st century. But as they transform the city's economy, some casualties are inevitable. Overseas demand has weakened, the government has scaled back export subsidies and the usual problems of state textile enterprises remain: obsolete equipment, low-quality output and too many workers. It's not surprising that many Shanghai textile makers can't make ends meet. Shanghai can no longer compete in the labour-intensive low end of the textile business. So now it is downsizing.
