Abstract:Build-operate-transfer deals remain stalled across Asia. In 1990, the Indonesian government faced a problem: it could not afford to build enough wells and water-treatment plants to provide ample drinking water to its rapidly growing population. The solution , Jakarta decided, lay in the private sector. Companies were invited to build the water supply infrastructure, operate it long enough to make a profit on their investment, and then hand it to the government -- for free, reports Emily Thornton in New Delhi.
