| Abstract: | A discharge permit system for water pollution of the Upper Nanpan River is tested since 1992. This paper proposes the shift of the current non-tradable permits to tradable permits to attain the same pollution reduction targets at a lower cost. It is found that the Upper Nanpan River appeared good for trading. |
