| Abstract: | The idea of auctioning ITV franchises to the highest bidder is received with mixed feelings. NERA says in its draft, minimum program standards should be written into a contract which is to be sold for the highest price afterwards. The bidder should prove its ability to make good programs.Without it programs with high cost per viewer will disappear hitting the education and documentaries. |
