Abstract:Incomes policy is conceived here as a form of "bargaining economy" in which the government and the central employers' and workers' organizations seek to create consensus by influencing opinions - and notably persuading a variety of special interest groups to subordinate immediate gain to the long-term public welfare. This consensus-creating instrument of control has grown in importance during the 1980s. Incomes policy developments in the Nordic countries are studied in a comparative perspective, with special reference to the historical and institutional explanations of their incomes policies. In conclusion the effectiveness of the various instruments of incomes policy is evaluated by reference to the Swedish experience.
