Abstract:The performance of the American academic and intelligence communities in assessing the Soviet economy and its significance for the fate of the Soviet Union has generated a great deal of controversy. Much of this controversy has focused on the CIA's failure to have evaluated Soviet economic conditions and their implications accurately during the period from 1970 to 1990, or the last two decades of the Soviet Union. The difficulty with this focus is that it detracts from a much more serious problem-the failure of much of the American academic profession's assessments of the Soviet economy during the course of at least 50 years. Despite all of the difficulties encountered in studying the Soviet Union, many of the errors in assessments were inexcusable.
