Abstract:Traditional utility estimates make no explicit assumptions about the nature of market dynamics. The conventional utility estimates should incorporate the labour market environment in which an organization operates.Utility analysis now includes a variety of refinements that more precisely measure the costs and benefits of human resource programs. The absence of such considerations considerably overstates the likely magnitude of utility estimates.
