| Abstract: | The change in quality of the public property right, include public-privatizaion,public weak and public- private-co-usage, are the economic phenomenon in the economic reform, which theoretical reasons are that public property right system is more eroded than private system, and the political reform isn't at the right place. Its real reasons are political-vacano, weakly management and much social and historical factors. |
