| Abstract: | During the UK Labour government's administration of 13 years, raising skill levels was considered the principal mechanism in improving the position of workers stuck in low wage jobs. This article compiles research undertaken in low wage sectors to question the underlying assumptions of Labour's approach to low pay. |
