| Abstract: | Dispersed objects and coexistence of many criterion make "structure adjustment" a mixture which can not have higher profit and macro-control the exclusive goals. At present, the function of market mechanism has become obvious. Economic behavior aimed at higher profit will rationalize the structure. The realization of macrobalance depends on the practice of effective macro-economic policies. |
