Abstract: | Small businesses create the majority of new jobs, but complain that excessive red tape makes it hard to survive. Mike Thatcher considers their case and looks at the impact of personnel and training initiatives such as NVQs and Investors in People. In the 1970s, E.F.Schumacher used the phrase "small is beautiful" to describe the advantages of small organizations. What he really meant to say was "small is sometimes beautiful" but, publishers being publishers, the snappier title prevailed. Subsequently, few employees of small firms have led a beautiful existence. |
