Abstract: | In no other major industrial country are government finances in worse shape today than Japan. faced a similar crisis in the early 1980s, but at the time budget deficits did not become a serious impediment to the implementation of public policy. Because of this experience, Japan's general public and political leadership today assume that the present problem will resolve itself. Such thinking is sadly wrong. With the end of the Cold War and the spread of the market economy, the Japanese economy has started changing in fundamental ways. |
