| Abstract: | This paper examines foreign ownership restrictions in ten countries over the period 1984-1994, which was a time of liberalization. The rationales for originally imposing ownership restrictions and how/why the rationales changed and why some were still in the place at the end of decade, are discussed. In order to provide a wide representation of forces influencing the type, extent and evolution of the regulatory framework of foreign direct investment, as well as to illustrate a broad range of ownership restrictions and liberalization reforms, the countries were chosen. The paper offers recommendations for the reform process, and proposes alternative policies for achieving the objectives of foreign ownership restrictions. |
