Abstract:Despite the strategic importance of the role of competent professionals in economic development, the human resource development (HRD) of professionals in developing economies has not received much attention in the literature. The article presents a case study conducted in the Tanzanian construction industry. The aim is to explore the extent to which HRD for professionals have been neglected, the ways to react to this problem and the reasons why there is no industry-wide training programme for professionals in this industry. The results show that the main obstacle to creating and sustaining a training programme for professionals is the lack of sustainable funding, and the article proposes an industry-specific training levy for the professionals as a solution to the problem. However, the authors warn about phenomena like corruption, which might disrupt the training programme and its funding.
