| Abstract: | This paper studies the allocation of production assets by government when the market structure is endogenously determined. So the effects of information on market design are examined in a simple setting where firms have private information about their correlated fixed costs and the government aims to maximize its expected revenues conditional on achieving efficient allocations. |
