Abstract:In 1996 China shared with Hong Kong th rank of fifth among the world's sixth largest trading economies, after the EU, the US, Japan, and Canada (or eleventh if EU members are listed separately). This paper explores the significance of excluding China from WTO membership. It begins by recalling why the world has a WTO, and what membership involves. Then it examines why China wished to join. A summary of some recent empirical estimates of the likely orders of magnitude of the economic effects of its accession, both to China and to the rest of the world, highlight the folly of delaying membership.
