| Abstract: | The Joint Comprehensive Program was initiated to restore the ecological balance of the Baltic Sea. This paper proposes a program for participatory action and seeks to answer questions: is the target of environmental sustainability socially feasible; how can ecological economics support decision making processes in complex systems; how can a program be designed so as to combine environmentally and socially based targets. |
