| Abstract: | It is time to question the definition of charities drawn up four centuries ago. In the Annual Arnotl Goodman Charity Lecture this year the Duke of Edingurgh called for a new classification for charities and stated: "In this country at least, poverty is no longer absolute, it has become relative". His words gave impetus to a debate which is now growing with intensity. |
