| Abstract: | This article makes the working assumption that EMU will start because the member states have signed a treaty (the Maastricht Treaty) committing themselves. Of course, an unforeseen political or economic shock could after the situation and a premature, poorly prepared start to EMU could end in tears. But it would be imprudent, given current data, to assume it cannot start. |
