| Abstract: | To solve the problem of loss-making enterprises, we should take the following measures: differentiating non-system factors from positive factors leading to losses in terms of statistics and publicity; strengthening the restraint mechanism of property rights of state-owned enterprises, the restraint mechanism of responsibility and the standard incentive mechanism for entrepreneurs; giving into play the "effect of able person" in turning losses into profits; promoting the reform of business and management; taking separately special measures like debt reorganisation and assets-rearrangement according to the different conditions of enterprises; putting emphasis on the adjustment of industrial structure as to the industrial losses of traditional industries; improving enterprises' environment for operation. |
