Abstract:The current plight of state-owned enterprises can be concluded in the following four aspects: redundant personnel and social burden; high proportion of liabilities; existence of excessive backward production capability and severe deficit. The root of the plight is the variety of the state-owned enterprises' goals and budget soft restriction (the subsidy to the enterprises that run deficit), and the roles and functions of those enterprises are extended to the social security aspect inappropriately.There are two key points in the state-owned enterprises' reform: one is to establish and perfect the social infrastructure system such as social security system, separate the state-owned enterprises social function; and the other is to contract the enterprises' front, face the industries monopolized by nature and bring their into play.
