| Abstract: | What needs to be done is to be active in the transformation of governmental functions, standardize the governmental management of economy, accelerate the reform of the establishment of a modern enterprise system, transform actively the business mechanism of enterprises, make more efforts to develop and improve financial markets, introduce the competition mechanism of fund allocation , popularize the contractual-authorization management system of State's assets, turn State's specialized banks into share-holding commercialized ones with the State as the shareholder. |
