| Abstract: | In the course of transformation towards commercial banks, specialized banks must improve their financial service so that they can be in an impregnable position amid the increasingly intense market competition. But the present settlement system, especially the inter-bank settlement system lags behind the development of specialized banks. So we must reform the inter-bank settlement system before improving financial service. To this end, we should strengthen the unified leadership of the People's Bank of China to settlement work, unify the management of funds and management of settlement, and expand the computer-based inter-bank exchange transfer transaction. Besides, we have to establish bank for settlement and formulate "Inter-Bank Settlement Law" to ensure the safe operation of inter-bank funds by law. |
