| Abstract: | The paper argues there are two ways, i.e. hard ware and software constructions, to improve the regulation and control on regional finance. The former includes the setting up of the organization regulating and controlling the regional finance, the latter re-delimitation and optimal combination of the rights, responsibility and benefits of regulating and controlling the regional finance, hence the their way resulted from that. The hardware is the carrying-body of the software and the rights, responsibility and benefits are realized through the organizations' function. China's macro-regulation and control on finance has the feature of all-directional radiation. |
