| Abstract: | It is suggested to set up institutions in charge of uniform management on grain production as well as domestic and international trade; to restructure grain market pattern; and to shape grain market mechanism under the control of the state. Moreover, strengthen price control on grain, and implement price-floating which takes the state's base price as the foundation, so as to form price mechanism under the control of base price. In addition, actually guide adjustments on the structure of grain planting, and reduce the burden on peasants. Finally, establish mechanism on supporting and promoting deep-processing of grain. |
