| Abstract: | Party adoption of ICT in Russia is still at a rudimentary stage. Whereas thie survey indicates a significant increase in party activity online well in advance of the 2003-04 election round, the limited reach of the Russian web itself means that what Russian politicians, still less parties, do online will not be a decisive electoral or party-building factor in 2003-04 and for some time to come. |
