| Abstract: | The article explores the relationships between host communities, local heritage sites and tourism management structures in developing countries, building on the assumption that nearby attractions have both benefits and costs for local communities. Using Borobudur in Java, Indonesia, as an example, the paper discusses power, displacement and control, local participation, the role of "new tourism", and the opportunities for small-scale local tourism enterprises. |
