Abstract:An important indicator to pursue one of the main European policy objectives are the participation rates (henceforth as: prt-rts.) in higher education (here as: h-edcn.). This paper proposes a model to discover the determinants of prt-rts., testing it for 14 European countries through a 5-year panel regression. It is shown that there is an important role of financial resources devoted to h-edcn. However, as expected, there is a role for the variables related to h-edcn. organization and structure, confirming that higher entry rates are influenced both by an improvement in public investments in the sector and by organizational elements.
