Abstract:Labor standards for home working enforced by Department of Labor are discussed. The new permissive regulations and the regulations of the over-forty-years-old Fair Labor Standards Act are compared. The views of defenders and opponents of home work. The problem of determining hours worked and that of low wages is discussed. The typical home workers as minority workers are characterized. The ways and causes of exploitation are not attributes of home work. Those employers whose profits depend on shifting overhead onto employees, maintaining labor flexibility, and underpaying workers will continue to bypass the rules.
