| Abstract: | The key aim of ATC negotiation can not get desired results. The words of allowing small supplement countries and the most undeveloped countries into market can not be kept. ATC bestow import countries rights will become blocks for undeveloped countries expending import at last. The supervisor for ATC negotiation's implement can not be enforced due to TMB establishment. |
