Abstract: | Based on existing theoretical and empirical studies, this article examines the obstacles (hereafter as: obsts.) impeding cities from addressing global environmental concerns (here as: g-e-crns.), the opportunities for removing the obsts., and strategies for bringing global issues onto the local level (as: l-lvl). Many of the obsts. are reflections of contradictory perceptions, concerns, interests, and priorities, which are presented in the form of two arguments, that is, the scale argument (as: arg.) and the readiness arg. The linkages btw. global and local environmental issues and the potential economic benefits arising from addressing g-e-crns. at the l-lvl. may provide opportunities and incentives for cities to take action earlier. |
