Abstract:The advantage factors effecting consumption market in 1999 are stability of macro-economy, co-realization of developing rural market and reform of the way of business circulation and sale,etc. Restricting factors are unanticipating revenue, turn citizens consumption into the capital accumulation and money storage,the lower rate of citizens consumption and lack of popular commodity. It's impossible to emerge again the big floating of social consumption in 1999. The author suggested that we should develop active consumption credit,turn the potential consumption into effective one, develop small cities and counties and give our effort to open rural market.
