Abstract:The authors' thesis is that there is theory with significant explanatory power behind the formation and performance of IOs, but this theory is rarely noted. The basic insight comes from the theory of clubs and information theory, both of which reach similar conclusions: namely, coordination and cooperation require dominant providers. By extension, club theory suggests that Regional Trade Agreements (RTAs) are not flukes. This paper is structured into two approximately equal parts. In the first part the authors review club theory, the survival characteristics of IOs, the market for international cooperation, and the surge in RTAs. The second part deals with the authors' proposal to create an inter-bloc IO.
