Abstract:The large set of objectives used to evaluate the alternatives in public decision problems is the foundation on which any analysis rests. An approach is outlined and illustrated to structure and identify the objectives for a decision problem for public interest by involving stakeholders directly and constructively in the process. To illustrate the discussed approach, a recent application concerning the shipment of spent nuclear fuel from power plants to a repository is used. First, the objectives of different stakeholder groups, in the nuclear industry, in state governments, and in environmental and public interest organizations are separately structured based on focused discussions with members of those groups.
