Abstract:A revamped marketing testing initiative known as Competing for Quality (CFQ) was introduced to the Ministry of Defence (MoD) and the Services in 1992. It hailed a new approach to a partnership between the defence industry and the MoD in terms of the management of defence business. The CFQ programme opened up 2.2 billion pounds of military activities to competition. This paper examines whether this government initiative has realised its potential or not.
