| Abstract: | History has shown that a modern market economy can be created by a combination of political will btw. partner countries and technical assistance, says the article author. In the case of 1990s Russia, the strong international political consensus needed to drive a rapid Russian transition did not exist. The foundations of the new Russian economy will rest on the shoulders of a new class of well-trained business and managerial professionals. According to the author, the development of these skills is now an urgent economic priority. |
